'Chief' Phillip LeRoy Willey (American-New Orleans, 1887-1980), 'Turtle-Pond', colored pencil and watercolor on paper, signed and dated '70' lower right, signed, titled and dated ''70' en verso, 12 in x 16 in. E500-700 Note: Born in Connecticut, Phillip Willey left home at the age of twelve and traveled the country working a variety of odd jobs. In 1932, he moved to New Orleans and worked his way up to chief police officer of the Sewerage and Water Board where he received the nickname of 'Chief.' Upon retirement and with no formal art training, Willey began to paint and oftentime exhibited and sold his paintings along the cast iron fence of Jackson Square in the French Quarter.
